You can advertise on Pluto TV, Paramount's free ad-supported television, without a direct deal with the platform: Pluto TV is among the Connected TV platforms on the Publicit infrastructure, every space publishes its price and you see it before requesting it. Pluto TV has streamed free themed channels in Spain since 26 October 2020, with no sign-up or subscription, funded by advertising alone, so your spot runs in ad breaks similar to those of traditional television. On top of the media price you pay a 10% fee plus VAT, the minimum per campaign is 500 total and 50 per day, and you are only charged when the owner of the space approves the request.
Pluto TV is Paramount's free internet television service and the best-known example of the FAST model, Free Ad-Supported Streaming Television: themed channels programmed like a TV guide, with series, films, reality shows, sport, children's content and music, watched for free in the TV app, on a phone or on the web, with no sign-up or subscription. It is funded by advertising alone.
It arrived in Spain on 26 October 2020 with 40 exclusive channels and a target of 100 by the end of 2021. The person who sees your ad is a viewer who chose a free themed channel and watches it as television, with ad breaks, in a sofa session. With no subscription, the audience is not filtered by plan: it is everyone who opens the app.
On Pluto TV ads run in commercial breaks inside each channel's schedule, as on linear TV, and also before on-demand content. At the Spanish launch the ad load was around twelve minutes of advertising per hour, spread across several breaks, higher than on ad-supported subscription streaming and similar to a free-to-air channel.
In direct sales, Pluto TV's Spanish inventory has been sold through deals with large television groups and by Paramount itself. On Publicit, the publishers representing that inventory list their spaces with price, estimated impressions, channel and restrictions, and you request them from the dashboard. The listing tells you the themed channel, the channel type and whether the ad runs live or on demand.
Pluto TV is usually one of the most affordable ways into Connected TV: themed channels have smaller audiences than premium streaming, but the cost per thousand impressions is lower too, and the channel's theme lets you choose the context, for example film, crime, comedy, kids or sport. It fits testing a spot on a local budget, brands that want frequency with a specific audience, and advertisers who want a traditional television environment with digital measurement and targeting.
Compared with Rakuten TV, Pluto TV is a pure free television app, with no rental store, with channels built by Paramount from its own catalogue and no sign-up. And compared with Samsung TV Plus, LG Channels or Xiaomi TV+, it does not depend on the TV brand: it installs on any screen, phone or computer, so its audience is not tied to a manufacturer.
There is no public Pluto TV rate card: on Publicit the owner of each space sets its price and you see it on the listing before you request it. On FAST channels, inventory is priced by CPM, per thousand impressions inside the channel's ad breaks, with a cost per thousand that is usually lower than premium streaming, and the listing publishes its estimated impressions.

On top of that media cost comes the Publicit fee, which is 10% of the media budget, plus VAT on both amounts at the rate that applies where your company is based. The owner of the space receives their full price: the 10% is charged to you, separately.
A campaign needs a total budget of at least 500 and a daily budget of at least 50, in the campaign currency. A specific space can also require a minimum number of campaign days, set by its owner and shown on the listing. You pay when the owner approves your request, not before, and the amount is held in escrow until delivery is evidenced. Every television space on the infrastructure publishes what an advertiser needs to decide without calling anyone. On a free-channel service like Pluto TV, the listing shows the channel and its theme, the channel type, the content category, the price and its model, the estimated impressions, whether the ad runs live or on demand, the minimum campaign days if any and the owner's restrictions, plus share, rating and average viewers when the publisher provides them. These are the fields the publisher fills in, not Publicit estimates.
On Pluto TV the ad runs inside the ad breaks of a themed channel, like a traditional television spot, so an already produced TV spot usually works as it is. Publicit validates it against the IAB Spain video formats: MP4, WebM or MOV, as pre-roll or mid-roll, with the exact dimensions and file sizes on the creative specs page. The space owner also approves the creative. Publicit sells and manages media; it does not produce the spot.
